Scotland's Consumption Emissions Revealed

The report reveals that only 67% of Scotland's consumption emissions are included in the current accounting regime. According to the report, Scotland's territorial emissions have decreased by 13% between 1995 and 2004, whilst consumption emissions have increased by 11% over the same period.
